The International Olympic Committee (IOC) has advised National Olympic Committees (NOC) including the Ghana Olympic Committee (GOC) to hold their elections after the Tokyo Games.
In a letter dated April 23, 2020 to all Presidents and Secretary Generals signed by James Macleod, Director of NOC Relations and Olympic Solidarity, he said:
Following the rescheduling of the Olympic Games, Tokyo 2020, which will now take place from 23 July to 8 August, 2021, we understand that, among the many implications of this postponement, the election cycle of your NOC may be affected, since most NOCs usually hold their regular elections during the year following the Games of the Olympiad.
The circular letter aims to provide guidance to the impacted NOCs (ie those NOCs whose quadrennial elections are (or /were) due to take place between August 2020 and August 2021 in order to best address the issue at their respective levels.
Pursuant to the Olympic Charter, the election cycle of the NOCs is not expressly linked to the holding of the Olympic Games. The only requirement is that the term of office of the elected officers of an NOC must not exceed four years, as stated under paragraph 1.5 of the Bye-law to Rule 27 and 28 of the Olympic Charter, which reads: “The officers and members of the executive body of an NOC shall be elected in accordance with the NOC’s status for a term of office not exceeding four years: they may be eligible for re-election.”
Under these extraordinary circumstances, where the cycle of the specific edition of the Olympic Games and the four year term of office no longer coincide, we understand that most of the impacted NOCs will love to decide – subject to what is explicitly specified in their respective statutes, as approved by the IOC – whether to:
The IOC’s NOC Relations Institutional and Governance Service team, led by Jardine Povey will be fully at your disposal to address your concerns, examine the specific situation of your NOC and help find appropriate solutions on a case-by-case basis. Please inform them directly if your NOC is impacted by this situation and if so, of the solution that your NOC is considering.
We sincerely hope that this flexible approach will help you take appropriate decisions, in the best interest of your NOC and ensure the best preparation possible for your teams and athletes for the Olympic Games in Tokyo.
Thank you once again for your understanding and much appreciated collaboration during these challenging times.
Yours sincerely
James MACLEOD

Thirteen Olympic sports, two non-Olympic sports and three individual votes have agreed to the resolution of The Gambia National Olympic Committee (GNOC) board to postpone the NOC’s elective congress until after the Olympic Games in August.
Two associations voted against the resolution to postpone the elections.
Four Olympic sports and six non-Olympic sports did not submit their votes.
Under the GNOC constitution Olympic sports have two votes while non-Olympic sports have one vote. Vie virtue of such the resolution to postpone the elections until after the Games holds.
It could be recalled that GNOC office was closed due to covid-19 but on 1 October its management decided to fully operationalise the office again.
Briefing members of the media on the decision, Abdoulie MB Jallow, GNOC secretary general said their management had a meeting and made some decisions that were to be taken to the board.
He added that among those decisions was about a letter from the International Olympic Committee (OIC) captioned “Postponement of the Olympic Games Tokyo 2020 to 2021- potential implications on the NOC election cycle”.
He said at the board meeting held on 17 October 2020 they reviewed the letter from IOC and unanimously decided to postpone the elective congress of the GNOC till after the Olympic Games in August.
“After the board meeting a resolution was sent to all national associations and qualified individual decision makers at GNOC which includes athletes’ representative, IOC member and anybody serving a continental body”, he explained, saying they gave associations the option to agree or disagree with the resolution made by the board to postpone the elections till after the Olympic Games.
Presidents or Secretary Generals of associations decided on behalf of their respective associations agreed to the postponement of the elective congress by voting, he went on.
He highlighted that the GNOC board gave consideration to athletes when they were making the decision to pass the resolutions, noting that they are currently preparing the five athletes that were at the high performance center in Dakar, Senegal to go back.
He said they are also waiting on associations with potentials to qualify and are monitoring the situation of their qualifiers.
Mr Jallow expressed GNOC’s readiness to continue to closely work with all associations including those that voted against the board’s resolution and those that did not submit their votes, saying they did not vote against the executive but against a resolution.
“The executive will not hold it against you”, he added, noting that it is a democracy and they respect all those that voted and those who did not.

Japanese cabinet minister Taro Kono has admitted a decision on the holding of the Tokyo 2020 Olympics and Paralympics "could go either way" as the coronavirus pandemic continues to leave doubts hanging over the Games.
Kono, Japan's administrative and regulatory reform minister, spoke at the Reuters Next conference amid concerns that the coronavirus pandemic could prevent the Games from going ahead.
He said the country is still continuing efforts to host the delayed Games, set to open on July 23, but admitted it was far from certain that the event would go ahead.
Earlier this month, a state of emergency was declared in Tokyo in a bid to curb a spike in coronavirus cases in the Japanese capital.
Tokyo today reported a total of 1,502 new cases, with the nationwide figure hitting 6,566.
"We need to do the best we can to prepare for the Games at this moment, but it could go either way," Kono told Reuters.
"Anything is possible, but as the host of the Games we need to do whatever we can, so that when it’s a go, we can have a good Olympic Games.
"The Olympic Committee must be thinking about Plan B, Plan C.
"But the situation is not easy."
The spike in coronavirus cases in Tokyo has coincided in decreasing support in Japan for the Olympic and Paralympic Games going ahead later this year.
A recent Kyodo News survey found around 80 per cent of Japanese people want this year's Olympic and Paralympic Games in Tokyo to be cancelled or postponed.
Despite the slump in support, Takeshi Niinami has called for Japan to continue to make every effort to host the Games.
Niinami serves as head of Japanese beverage group Suntory Holdings and acts as an economic advisor to Prime Minister Yoshihide Suga.
"I’m not sure whether we’ll be able to hold the Tokyo Olympics or not," Niinami told Reuters.
"But it’s a great message to the world, as overcoming the battle against COVID.
"Definitely, we should make every effort."
Niinami suggested the fate of the Games was likely be decided by the end of March, where the results of Government efforts to curb the spread of coronavirus are expected to be known.
March has also been earmarked as a possible month for the decision on whether spectators will be permitted to attend the Olympic Games.
Tokyo 2020 President Yoshirō Mori claimed earlier this week a decision would be taken in the next two months.
The Tokyo 2020 Olympics are scheduled to run from July 23 to August 8, with the Paralympics due to follow from August 24 to September 5.
